Peace Analysis (Part 1 ) of Jun Aparece, Media Consultant, MPC


Iligan City - Jun Aparece, Media Consultant of Mindanao Peoples Caucus (MPC), based in Davao City, in his message regarding the peace dialogue held September 12, 2012 at the MSU-IIT mini theater at the college of education (CED), Iligan CIty. Aparece explained the possibility of having a peace agreement between the Philippine government and Moro Islamic Liberation Front this year. A comprehensive, inclusive and transparent negotiated political solution for just and lasting peace in Mindanao will be achieved the soonest time. Change for peace movement, is a campaign for peace in Mindanao. A nationwide campaign for the critical mass. The media will have a big role in the campaign to pressure and influence a charter change in congress. Signing of comprehensive compact.increase community consultations and Barangay dialogues with the presence of peace advocates, government sector and the MILF. In March 2012, a kinship identity, reaffirming the cultural history that Moro and Lumad are brothers before the coming of the Spanish colonizers. The GPH-MILF has many evolving agreed principles for a smooth and effective transition mechanism to establish a new autonomy political entity that within this year there will be signing of a framework agreement and establish a technical working group to study the details on wealth sharing and power sharing between the NAPE and the national government. This will include the process to legalize the decision for peace in Mindanao to include congress and the people to vote for a plebiscite.

·         @ 0-1:33 min – A introduction music entitled “Mindanao” was played, popularize by Filipino artist, Freddie Aguilar.
·         @ 1:35 min. – Jun Enriquez introduced the Radio talk show program, “ Kalinaw ug Demokrasya”, meaning, Peace and democracy, and stated the theme, “ Ang tinood nga diwa sa demokrasya maangkon lamang kung kini adunay pagpakabana sa mga yanong katawhan”, means, the true spirit of democracy can only be achieved through the vigilance by the common people. Enriquez explained that the time of the program was shortened from 1 hour reduced to 30 minutes, from %:00-5:30 PM. It’s because the Muslim brothers will have a radio talk show for 30 minutes, to start at 5:30-6:00 PM, every Friday good for 1 month during the celebration of the month of Ramadhan. He expressed support  for the Muslim community in celebrating the month of Ramadhan as Christians from the whole Love Radio organization. He also greet the Muslim Greetings.
·         @ 3:16 min. -  Enriquez reminded the listeners the good weather conditions peaceful conditions of the locality. He greeted the the officers of the Civil Society Organization Forum for Peace, Inc. (CSO-FP), with its President, Jun Tenorio, Vice president Jane Bernardo, Secretary Nitz Sescon, Treasurer, Engr. Mariam Barandia, Auditor, Abel Moya, Members of the Board of Trustees, Che Macatimbol and Abner Cagalawan. He  also greeted the International organizations and United Nations Agencies. He said that the main reason of the presence of the International non-governmental organizations INGOs) and UN agencies is the ongoing talks between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) peace negotiations in Mindanao. It also in timing with the Typhoon “Sendong” or “Washi” devastated Iligan City and Cagayan de Oro city on December 17,2011. He said that the basis of their mandate was the multi-lateral agreement among nations in the United Nation. The International Human Rights law and the International Humanitarian law (IHL) are the main reason of their presence here. The Philippine Government was one of the signatories of the two laws. He said that during the Typhoon “Sendong “ the UN agencies and the INGOs responded efficiently during the period disaster reponse.
·         @ 12:44 min. – Jun Enriquez mentioned the post situation of the General Registration of the Autonmous Region of Muslim Mindanao (ARMM). The registration started on July 9, 2012 and ended on July 18, 2012. He said that he attended the press conference called by the Commission on Elections (COMELEC) in Marawi City, lanao del Sur. Guests during the presscon was the COMELEC Commisioner Armando Velasco and others. He described the situation of the incidence and eventualities of illegal registrants and flying voters. He said that there were fluying voters successfully registered but others were prevented. Those who successfully registered will be subjected to the scrutiny to the Election Registration Board (ERB).
·         @ 17:51 He played the voice tape record of Commissioner Velasco expressed a little bit frustrated about the registration assessment a little bit disturbing.  there was a little bit disturbing of the situation. The were some suspected flying voters successfully registered but others were prevented by the PNP and Military. The Election Registration of voters will be the one to finalize the validation of voters list. He also expressed that there was a shooting incident in Lumbac Unayan municipality killing a man inside the registration center but those were isolated cases. In general assessment, Commissioner Velasco stated that the general registration of voters was very successful  and normally peaceful.
·         @ 21:40 min. – Col. Lucero said that they arrested 91 persons who were flying voters wanted to register. They are now under the custody of the local government of Maguing, Lanao del Sur and they be file charges for election related case. Enriquez said that the ARMM  general registration was part of the reform by the Government but the MILF will not accept the offer of ARMM status. They wanted new autonomy to be the subject matter of the ongoing peace talks.

·         @ 2:20 min. – Jun Enriquez said that while waiting for Atty. Yasin to arrive, he will start the interview with Col. Lucero about his works in Task Force Makalintad. He also extend his thanks to Col. Lucero in behalf of the people in Iligan City due to the efforts extended by the Army personnel on the rescue operation and help in responding to the victims during the tragedy of Typhoon “Sendong” or “Washi” killing thousand of people on Dec. 17, 2011. He also expressed his thanks to Col. Lucero of his presence as invited in the talk show.
·         @ 3:12 min – Jun Enriquez said that it was a new development that Col. Lucero is the new commander of the “Task Force Makalintad”, replacing General Amarille. Jun Enriquez started to ask question to Col. Lucero as Commander of “Task force makalintad” on his assessment of peace and security in the provinces of Lanao del Norte and Lanao del Sur?
·         @ 3:42 min – Col. Lucero said that the security in Lanao del Norte and Lanao del Sur can not be separated, including Iligan City. The peace situation in Iligan City will depend in the Peace situation in Lanao del Norte and lanao del Sur and vice versa. Specifically in Lanao del Norte, it’s better that the government and the Moro Islamic Liberation Front (MILF ) will sign a peace agreement soon because there was a problem early this year that the MILF was conducted law enforcement against the lawless elements in Lanao del Norte and Lanao del Sur was also affected because this was triggered to spark the “Rido”, meaning clan feud. Lucero said that the MILF are being questioned of their legitimacy because they are a rebel group. Col. Lucero said that this was already iron out by the Military, local government and the MILF group. 
·         @4:40 min. – Col. Lucero said that there was a problem in Limunsudan, Rogongon, Iligan City, just in the afternoon of this day, there was an incident that students were afraid to go to school because of the kidnapping incidents of 2 school teachers early this year. He said that he talked with the Mayor of Tagoloan 2 on the issue of boundary conflict with Limunsudan, Rogongon, Iligan City. He said that he issued a directive with his classmate in the military, Col. Jalad, brigade Commander of 4th Mechanized Brigade, to encourage the students to go to school because he already get the assurance of Mayor Kapal of Tagoloan 2, Lanao del Sur. Col. Lucero recalled that Mayor Kapal was instrumental for the release of the 2 school teachers kidnap victims a week after their captivity.  
·         @5:45 min. – Col. Lucero shift to another concern about the general registration of voters in the Autonomous Region in Muslim Mindanao composed of 2 Cities and 5 provinces, but his area of responsibility will only focus in Marawi City and the province of Lanao del Sur. He said that they were busy preparing the scheduled general registration of voters to fall on July 9-18, 2012. He said that he was also invited Atty. Yasin to be in this talk show to shed light on the coming general registration of voters. He said that the general registration of voters will also affect the nearby places such as Iligan City and Lanao del Norte. He said that he will discuss security arrangement with Atty. Yasin for the coming registration because there is a big implication of the registration in terms of security. Lucero appeal the cooperation of everybody hoping to gain the objective of the Commission on Election (COMELC) resolution to conduct General registration in the ARMM.
·         @ 6:30 min. -  Col. Lucero acknowledge the arrival of Atty. Yasin. Jun Enriquez continued and cited  the incidents and problems of the previous registration of voters and election exercises in Marawi City and Lanao del Sur. Jun Enriquez said that electoral fraud started from the registration of voters. He said that comparing the registration of voters in the past is not computerized, it’s manual registration so it’s very difficult to trace the fraud. But this was an attraction and provoke conflict due to election related cases which will result to shooting and killing of persons. Jun Enriquez was hoping that those incidents in the past will no longer be repeated. He added that flying voters and double registration will be prevented and abolished in the coming registration.
·         @ 8:00 min.– Jun Enriquez asked Col. Lucero to share his views. Lucero said that he attended the general meeting Zamboanga City last June 19, 2012.  The COMELEC Chairman Sixto Brillantes and the Military Generals were there to discuss the security matters of the coming general registration of voters in order to have a credible, honest, complete registration of voters. He said they are facing a big challenge in Lanao del Sur because he fielded big numbers of his troops in Tugaya, Lanao del Sur because the former Mayor of this town was killed in the previous election in 2010 by his opponent. Lucero said that they implement the total gun ban like in previous elections but they are waiting for the COMELEC resolution for a new mandate. They will have a joint force with the Philippine National Police (PNP) to provide security in the area. They were started dialogues with the stakeholders to hopefully minimize if not to avoid the use of violence during electoral exercises. 
·         @9:34 min. – Jun Enriquez cited  the special election of the 2 Barangays (villages) just recently and confirming this to Col. Lucero. Lucero confirmed it that the said Barangays were in the municipality of Butig, Lanao del Sur. Lucero also cited that they secured special elections of the barangays in Bayang and Madalum. There were still a hundred of barangays to hold special elections but these were overtaken by events of the general registration and he said that tomorrow, they will have a general meeting with the COMELEC in Marawi City to discuss the possible challenges on the general registration. Lucero said that’s why they were here in this talk show to get the support from the listening public for cooperation from the people of Iligan City and Lanao del Norte and nearby places on the coming general registration of voters, particular in Lanao del Sur. Jun Enriquez signaled Scoper Arman Apolinario if he has some observation to share.
·         @ 10:50 min. – Jun Enriquez made clarification of the responsibility of Col. Lucero as the new Commander of “Task Force Makalintad”, if his work added more heavy load?. Col. Lucero said that it is very easy for him to move his troops from Lanao del Sur to Lanao del Norte and vice versa, no limitations of moving his troops with easy coordination among other units. Lucero cited the bombing in Iligan city 2 months ago killing 2 persons. He said that he immediately deployed his troops to augment the forces in Iligan City. He also cited the Typhoon “Sendong” incident killing a thousand people in December 17, 2011, he deployed their speed boats in the areas of heavy flashfloods as high as 3 meters of water level from the ground. He said that they carried the speed boat from the lake Lanao to the Iligan Bay, 42 kilometers North of Marawi City. He said that many lives were saved during the flashflood because of the uses of speed boat.
·         @ 12:00 min. -  Jun Enriquez clarified the Limunsudan issue to Col. Lucero. Enriquez said that there was a security threat of the people in the area. Lucero said that it was the center of discussion and dialogue with Mayor Kapal of Tagoloan 2 and assured the safety of the people in Limunsudan. Lucero said that according to Mayor Kapal, a certain Barangay Chairman allegedly threatened the people in Limunsudan is not true. He already issued directive to the Brigade commander of 4th Mechanized brigade to conduct a dialogue with the people in Limunsudan so that the students will go back to school because there was already an assurance of the Mayor of Tagoloan 2, Lanao del Sur.
·         @ 14:00 min. – Jun Enriquez was calling the attention of the people in Limunsudan, Rogongon, Iligan City, and informed them the presence of Col. Lucero that there was already an assurance that no more threats in the area and requested them to stay calm and let their children go back to school starting on the coming Monday, June 25, 2012. Lucero said that there is a plan to assign troops in Limunsudan. The problem was a political boundary whether or not Limunsudan is part of Iligan City or Tagoloan 2, Lanao del Sur. Limunsudan is rich of Natural resources. Lucero said that it is very important for the children to go back to school and continue their studies. Jun Enriquez said that the civilian community in Limunsudan will be caught in-between during conflict, especially the children will be at a loss because they will stop in going to school if conflict arises. Jun Enriquez said that the boundary conflict must be resolved in a peaceful way. He also cited other boundary conflict in Lanao del Norte and Iligan City which has a share of national wealth on the income out of the electricity generated risen to the amount to a hundred Million pesos and was frozen because of multiple claimants due to political boundary claims of the location of the power plant called Agus 5 of National Power Corporation (NPC). Jun Enriquez said that most often, boundary conflict was related to the economic impact of the local government.
·         @ 16:32 min. – Col. Lucero said that he attended a congressional hearing in the House of Representatives, on May 16, 2012, in Manila about the inquiry of the Typhoon “Sendong” incident led by Congressman Vicente “Varf” Belmonte, district representative from the Lone district of Iligan City. Lucero said that he testified in congress of what really happened during “Sendong”. He said that there is no clear definition of political boundaries in Misamis Oriental, Lanao del Sur, Bukidnon and Lanao del Norte. Lucero said that he showed the video of the aerial survey and he hope the congress was guided of his testimony. Jun Enriquez said that the boundary conflict in Misamis Oriental was contesting the location of the manufacturing Industries on where to pay their taxes.
·         In the boundaries of Lanao del Norte and Lanao del Sur also encountered political boundary conflict. In the general registration, the people in Lanao del Sur within the boundary has plenty of relatives in Lanao del Norte. So that’s why during registration they will cross boundaries and register in either or both areas. The people in Lanao del Norte will lokk at Lanao del Sur as their second home. He said that those who will register in Lanao del Sur will lost their registration in Lanao del Norte which will be xplained by Atty. Yasin Later. Lucero said that the sacredness of the registration will not be lost because it is a right because this will be the pre-requesite to have an honest election next year of May 2013. Jun Enriquez acknowledge the presence of Atty. Yasin. Jun Enriquez presented his views on flying voters from Iligan City to register in Lanao del Sur will surely in trouble in the coming days. Col. Lucero said that it will be explained by Atty. Yasin.
·         @ 20:46 min – Jun Enriquez introduced Atty. Yasin, COMELEC Provincial Director of Lanao del Sur.  He asked the convenience of Atty. Yasin to use a microphone. Enriquez gave a backgrounder of the General registration of voters in the ARMM, particular in Lanao del Sur. Enriquez said that the general registration is part of the ARMM reform by the Aquino Administration. He said that President Noynoy Aquino has a hard fight of reforming the ARMM. President Aquino has postponed the ARMM election in August last year to give time for the reform and appointed former Party-list Representative Mujiv Hataman as Governor, Officer-in-charge (OIC) to implement the reform. Enriquez said that the computerize registration has also advantage and disadvantage, meaning not perfect.
·         @ 21:40 min. – Atty Yasin gave his greetings to the listener and followed to answer some queries from Jun Enriquez. Enriquez said to Atty. Yasin that the topic will focus on the coming general registration of the ARMM. Enriquez cited the problems in the previous registration of voters that some politicians will recruit flying voters to vote in favor of a certain politician in the coming election. Atty. Yasin explained the procedure of penalty if registration will happen. He said that those found guilty of being a flying voter and registered illegitimately, will face charges of electoral case based on the Omnibus election code. Enriquez clarified his query of a certain person coming from other places outside the ARMM and register during the general registration in ARMM, is it implying that they already transferred their registration and is it acceptable?. Atty. Yasin Said that there is difficulty of registering in the ARMM if he is a registered from other places out ARMM. He said there is possibility to register if a person will use another name. If found that a person is using another name in the registration in another place, the latest registration will be cancelled. Enriquez asked about the residency as a requirement? Yasin said that residency is a requirement and must prove to the registering officer that he has a residency of 6 months in a place he presently lived. He or she must present identification card to validate his name. if no ID card, a relative will testify for his or her residency Under oath. Yasin appealed to the public to support the ARMM registration to prevent flying voters to register. Enriquez clarified if Barangay clearance is acceptable as a document to present for residency?. Yasin said that Barangay clearance or letters from Barangay officials to be used to prove residency are inadmissible. Protest is allowed to disqualify a flying voter or unqualified registrants. There is time to file petition before the Election Registration Board (ERB) within the registration period. Enriquez asked if the COMELEC are ready for the general registration?. Yasin said that they are ready in partnership with the military. Enriquez also asked Col. Lucero if they are also prepared and ready?. Lucero said that they conducted seminars of their men to confront on any situation during the registration days. He said that they are ready to implement gun ban and waiting for the directive from the COMELEC not only in ARMM area but also the nearby places. Atty. Yasin said that it is only a resolution from the COMELEC en banc. Col. Lucero said that they already confiscated people bringing arms in the road in composite with COMELEC and they already file charges against them. Col. Lucero said that they have talks with the PNP for the joint task force since there is an existing joint task force ranaw in Lanao Sur, a composite forces with the PNP and military as mandated in a Provincial resolution 9444 and 9445. 
·         @ 35 min. – Atty. Yasin clarified the issue on the unresolved Barangay election. He said that the special Barangay election still in the schedule  and will be conducted until before the the next Barangay election in October 2013.
·         @ 41:00 min. – Jun Enriquez asked when to start the General registration. Atty Yasin said that it will start on July 9, 2012 and will culminate on July 18, 2012. It is only good for 10 days. Time start at 8;00 AM and will end at 5:00 PM. Yasin said that all previous lists of voters will be will be annulled. He said that there were 522,000 total registered voters in the previously registered in Lanao del Sur including Marawi City. He said that it is expected to reduce the numbers because they suspected that there are plenty of flying voters in the previous lists and this must be eliminated.
·         @ 44 min. – Jun Enriquez cited the sentiments of the activists on political reform of the ARMM to clean the lists of voters. Enriquez asked Atty. Yasin if there were ghost voters in Lanao del Sur. Yasin did not categorically confirmed. He said that there were multiple registrants and was voted. Yasin said that there was inconsistencies of the population against the number of voters exceeded in numbers to 180,000 in favor of the voters. Yasin said that it is expected that by using the computerize registration the number of voters will decrease.
·         @ 47 min. – Atty. Yasin repeatedly appealed to the people in Iligan City to help the ARMM general registration to campaign for the honest and credible registration. Lanao del Sur is a Muslim dominated area and he said that Christians in Iligan and Lanao del Norte will have a big help to tell their friends not to register in ARMM general registration. Col. Lucero appealed to the public to bear with them during the registration days. He appeal to the media to maximize their presence during the registration days for the sake of transparency, clean, honest and credible registration. Lucero said that they will have tight security to ensure peaceful registration in Lanao del Sur. Jun Enriquez requested to Atty. Yasin and Col. Lucero to equip the media with authority to be deputized in monitoring to different registration centers. Atty. Yasin said that no need for the media for accreditation. They are open to come and go in the registration centers without restrictions. Jun Enriquez said that the media will need briefing before going to monitor in the registration centers and also security briefing with the Military and PNP.

Message of OPAPP Sec. Teresita "Ging" Deles, before the BLA


Darapanan, Sultan Kudarat, Maguindanao - OPAPP Secretary Teresita "Ging" Deles, delivered her message during the Bangsamoro Leaders Assembly (BLA), in Darapanan on July 7, 2012. In her message, she applauded the Moro Islamic Liberation Front (MILF) leadership lead by its Chairman Al Haj Murad Ibrahim, of a very successful efforts in convening the BLA, and the men and women in uniform who help for the safety of the guests and visitors in coming to Darapanan, the MILF camp. It was her second time of attending such event, first in 2005 during the GMA administration as OPAPP Secretary. She also extended her appreciation to the MNLF in sharing the time to review the implementation of the 1996 peace agreement together with the OIC.  She also acknowledged the presence of Congressman Jesus Sacdalan, Chairman of the Committee on Peace, a partner of Peace in the House of Representatives. Deles said that the time for peace has come. She said that President Noynoy Aquino (PNOY) is sincere of the ongoing peace talks with the MILF for peace and development in Mindanao. She said that the sincerity of PNOY is based on his premise "Tuwid na Daan", meaning straight path and his boss are the Filipino people. Deles said that PNOY is to fulfill his promise to end all forms of conflict during his term, especially the MILF including the Moro National Liberation Front (MNLF). She said that PNOY met MILF Chairman Al Haj Murad in Narita, Japan to personally talk on peace for Mindanao. Deles recalled that on October 2011 there was a strong calling for an all-out-war together with the prominent political leaders to end the peace talks for Mindanao. She said, however, PNOY stood up strongly and said "no to all-out-war" but "all -out-justice" and Deles said that it was the reason of keeping silence those who wanted to go on war. Today, the PNOY administration is trying its best to continue the peace talks with the MILF. She said that the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) are working together to help achieve peace in Mindanao. The government is very careful of having the peace talks in the discussions of the talking points with consultation to all sectors in the government involving the issues on Power, Wealth sharing and Governance. Deles said that the Government Peace Panel will go to Kuala Lumpur for the peace talks always with a fresh mandate. She said that there is a very tight relationships among the OPAPP and the Peace panel together with the support of both legislative houses, the Senate and the House of Representatives. She also said that they are now started talking with the retired Justices of the Supreme Court, including the members of the 1987 constitutional commission in preparation to overcome whatever legal impediment in the Supreme Court in the future. Deles said that a consultations will continue with the LGUs, CSOs, Faith groups, Academe and many others. She said that people should learn the experienced from the past and transparent consultation is very necessary. She said that signing a peace agreement in the future will not be left unattended. Deles reiterated that the Government is ready to reach an agreement in the peace table with the MILF concerning the contentious issues on power sharing, wealth sharing, governance, area of coverage and normalization towards the disposition of arms and forces and establish a new autonomous political entity which is true to the aspirations for the utmost welfare of the Bangsamoro. Deles said, likewise, the government is ready for the full implementation of the 1996 final peace agreement with the Moro National Liberation Front (MNLF). The government is committed to reach an agreement with the MILF for the real autonomy for the Bangsamoro with no one will be excluded or left behind. State of the Bangsamoro Address - Al Haj Murad, MILF Chairman


Darapanan, Sultan Kudarat, Maguindanao, July 7, 2012 - MILF Chairman Al Haj Murad Ibrahim delivered his statement, "State of the Bangsamoroaddress", at camp Darapanan, Sultan Kudarat, Maguindanao, July 7, 2012. In his message, Murad said that the present struggle of the Bangsamoro is under the vanguard of the MILF. He admittedly said that the unity issue with other Bangsamoro leaders is a challenge but they do not fight each other but preparation of the bangsamoro people in nationbuilding and role of running political institution where justice, equality, transparency and accountability will be the accepted role. There is need to develop the Bangsamoro economy to make the bangsamoro people self-reliant unless dependent to external assistance. They will pursue this program on political realities in the ground and the niche of the Bangsamoro people. Murad said that Mindanao is a land of promise that until now remain a promise. The people is victim of poverty and economic disparity and worst of all they became refugees in their own homeland. The Bangsamoro people agrees on political realities. The MILF address to explore political arrangement where the Bangsamoro people and homeland form part of the Philippines but enjoy the highest level of self-governance.

Message of Atty. Marvic Leonen, GPH Peace Panel Chairman, delivered during the Bangsamoro Leaders' Assembly, July 7, 2012


Darapanan, Sultan Kudarat, Maguindanao, July 7, 2012 - Dean, Atty. Marvic Leonen, chairman of the GPH peace panel of the GPH-MILF peace talks, attended the invitation from the MILF central committee of the Bangsamoro Leaders' Assembly held July 6-9, 2012 at MILF camp Darapanan, Sultan Kudarat Maguindanao. On July 7, 2012, Leonen delivered his message, said that he is hoping to have a signing of peace agreement with the MILF within this year. Transparency and accountability in governance is very necessary. Autonomous is not only in name but in reality. The principle of subsidiarity set local challenges with correspond local decision of powers. The current status quo must go through the period of transition.In the transition period, Bangsamoro leaders and government leaders will face the challenge of convincing others in an extra ordinary manner because it is not a simple problem that they are solving and to agree a framework to face the challenges. He said that the peace agreement should be simple but meaningful and it must be signed within this year, in order to have more time to implement assess and learn some more. Iligan City CSOs and LGU Dialogue on "Sendong" Donations


Iligan City, Jan. 9, 2012 - A dialogue between the CSOs and LGU of Iligan City to discuss issues on typhoon "Sendong", involving the disposition of calamity fund, cash and relief donations received by the local government of Iligan. In 2011, there was a calamity fund estimated to P50 Million and another P50 Million calamity fund for 2012. A cash donations from the national government was amounted to at least 500 Million and another P500 Million from the San Miguel Corp (SMC) to be divided  by the LGUs of Iligan and Cagayan de Oro City. The local government of Iligan City will initially construct to at least 3,000 housing units to be built in Barangay Sta. Elena this city. It was expected that the LGU of Iligan City has received at least P1 Billion in cash donations. The dialogue was successfully ended with a signing of covenant of cooperation between the Iligan City LGU represented by Iligan City Mayor Lawrence Cruz and the Iligan Disaster Rehabilitation and Coordination Center (IDRCC), represented by its president, Atty. Manny Salibay.

Press Conference of PNOY during his Visit in Iligan City

Iligan CIty (January 25, 2012) - A short press conference of President Noynoy Aquino during his visit in the resettlement site in Sta. Elena, Iligan City to grace the occasion of the ground breaking ceremony of the housing project of the government for the survivors of "Sendong" in Iligan City. The government has funded the project amounted to PhP242.13 Million to build at least 3,459 housing units. The San Miguel Corporation (SMC) has donated an amount of PhP500 Million to build additional housing units for the victims of "Sendong". The resettlement site has an available land area of 15.9 hectares acquired from the National Steel Corporation (NSC) property. The above video file was a press conference of Pres. NGO LEAD HOUSING PROJECT IN ILIGAN CITY

Iligan City - February 3, 2012 - This is the area that can be found in Abuno, Iligan City, to construct the 100 housing units for the victims of typhoon "Sendong", hit Iligan CIty on December 17, 2011. The 100 units will be situated in a 1 hectare land area to be donated by the Sentro sa Maayong Magbalantay, Inc (SMMI)., a non-government organization (NGO) in Iligan City, who owned 11 hectares of land in Abuno for their housing program for the homeless. The ECOWEB, Inc. is the lead NGO to spearhead the housing project of 300 units. the 200 units will be constructed on-site in the area hit by the flashflood in the danger zone but not in the no-build-zone. Many of the beneficiaries have owned a house & and lot in the places hit by the flashflood. The cost of 1 unit is P250,000.00, with a total project cost of P75 Million. The sources of funds on this project are coming from CAFOD, Iligan City Government, Congressional fund of Congressman Vicente "Varf" Belmonte, Jr., VSO Bahaginan. Other partners on this project are the Mindanao Peace Partners (MPP), Mindanao Emergency Response Network an and e United Architech Of the Philippines (UAP), SMMI, KINIPAN, PBCI. and CSO-FP. The project still looking for some kindhearted donors to donate cash or materials to complete the 300 housing units.
