Boca, a grade 6 pupil of Kolambugan Central Elementary School delivered her peace message before a crowd of rallyists in a "Gathering for peace", an  all-out-peace rally in Kolambugan to coincide on the 29th year anniversary celebration of the EDSA 1 people power revolution, Feb. 25. The people in Kolambugan shouts No to war, Muslim-Christian Magkaibigan, Give peace a chance, Pass the Bangsamoro Basic Law (BBL) for lasting peace in Mindanao.

VIDEO FILE 1: "A GATHERING FOR PEACE", AN ALL-OUT-PEACE RALLY IN KOLAMBUGAN


Kolambugan, Lanao del Norte, February 25, 2015 - Thousands of rallyists from the municipalities of Kolambugan and Tangkal, all of Lanao del Norte province, launched an All-out-peace rally in kolambugan in commemoration of the29th anniversary of EDSA 1 people power revolution on February 25. People from all walks of life joined the event and in one voice they will never allow the all-out-war to happen again in their respective places. Kolambugan Mayor Lorenzo V. Manigos will never allow any war to happen in Kolambugan. He said people should unite and fight against spoilers and safeguard their place from harm. manigos said that technology will not always give good benefits for development but this will also give opportunity to undermine the peaceful communities to panic such as text messages threat and creating fear. He said all text messages were not true. He said that is the work by the spoilers of peace because they will benefit when there is war. Manigos said he coordinated properly with the military and PNP in protecting the people and no need to panic. He asked the people if they received text messages do not pass it to others because you are being used in propaganda by the spoilers. Tangkal Mayor Fatima M. Tomawis said she always support any peace movement like this. She will work with Mayor Manigos to maintain peace and order in their adjacent municipalities which were devastated by the many atrocities in the past. Col. Gilbert I. Gapay said he witnessed the all-out-war in 2000 for 6 months started in Lanao and escalated up to camp Abubakar, Maguindanao. He said many lives were lost from the military and MILF including civilians, and Millions of properties were damaged. He was then a Captain during that time and one of his tanks was hit during the war in Libertad, Kauswagan. He said, as much as possible this will never happen again. He assured the public that proper coordination with the MILF based on the existing ceasefire mechanism is in place and working. He said the Military is in close coordination with the Philippine National Police (PNP) in Lanao del Norte headed by PSSupt. Paitao and Iligan City headed by PSSupt Benas. Mayor Manigos and Mayor Tomawis in unison asked both house of congress to pass the Bangsamoro Basic Law (BBL) to give just and lasting peace in Mindanao.

Tangkal, Lanao del Norte, January 30, 2015 - A unity dance with the 15th IB Military band filled with joyful ending of the event, "Kalinga sa Bayan ng Tangkal", spearheaded by the 15th IB/2nd Mechanized "Magbalantay" Brigade.

Tangkal, Lanao del Norte, Jan. 30,2015 - Lt. Col. Leomar Jose Doctolero, Battalion Commander, 15th IB, delivered a pep talk before a crowd of children during the Kalinga sa Bayan ng Tangkal held January 29-30, 2015. The 2-day event was attended by children and youth with at least500 individuals. The Kalinga sa Bayan ng Tangkal was a peacebuilding program of 15th IB in cooperation with the LGU of Tangkal, Gawad kalinga, DepEd, PNP and other sectors. the 15th IB is under the 2nd Mechanized "Magbalantay" Brigade, headed by Col. Gilbert Gapay and was represented by Lt. Col. Goyena. the 2-day event was successfully conducted.

Kauswagan, Lanao del Norte, Feb. 22, 2015 - Musa Sanguila, Executive Director, Pakigdait, Inc., made mention about an analogy of a parrot owned by an Imam (Muslim religious leader) that a parrot was always talking on Muslim greeting everyday "Assalam Alaikom" meaning peace be with you, until one day the parrot died, the Imam cried because the parrot always talk "Assalam Alaikom" but didn't know what it means. He said that people should not like a parrot. Prejudices and biases are the root causes of conflict. It needs to understand the causes of conflict in order to arrive a common definition and understanding of peace. He said " the all-out-war in 2000 was declared in this stage and we don't want this to happen again". He said in the past, Elders of Muslims and Christians had constant dialogues to do away potential conflict and sustain peace.

Kauswagan, Lanao del Norte, Feb. 22, 2015 - Mayor Rommel C. Arnado of Kauswagan delivered his peace message before the peace rallyists. He said that Kauswagan was left behind in development because of violence and atrocities in the past. He promised to the community that no more wars in Kauswagan, no more evacuation and no more Internally displaced persons (IDPs). He said "in doing so we advocate ourselves to peace". He said that Bangsamoro Basic Law (BBL) should be passed in congress to achieve lasting peace in Mindanao. He said he is one of the "Kaya natin group" supporting the passage of the BBL and the President.

Kauswagan, Lanao del Norte, Feb. 22, 2015 - Col. Gilbert I. Gapay, Commander, 2nd Mechanized Brigade, Phillipine Army, delivered his peace message before the rallyists. He said "sa giyera lahat tayo ay talo", meaning, in war all of us are loser. The rallyists were pushing for the Bangsamoro Basic Law (BBL) be passed in congress. Gapay said the people should unite to support the 4 Ks, Kapayapaan, Katahimikan, Kalinaw para sa Kauswagan.

Iligan City, Jan. 21, 2015 - Mayor Celso G. Regencia, chairman and presiding officer of the Iligan City Development Council (ICDC) meeting held on January 21, 2015, 9:00 AM to 12:00 Noon at Hotel Alemania this city. Archt Gil Balondo, Department Head, Iligan City Development Planning Office (ICDPO) presented in the plenary the 20 percent development Fund for 2015 amounted to PhP201,316,013.00 for approval by the council. This amount is breakdown as follows:
1. Construction of seawall at seaside Central market (Phase 1) for storm surge protection - PhP5,000,000.00
2. Rehabilitation/ improvement of cultural heritage anahaw amphitheater multi-purpose building at Buhanginan Hill - PhP2,000,000.00
3. Farm-to-market road improvement from Digkilaan to Lanipao passing Runay, Phase 2 (counterpart fund for the 2015 Grassroots Participatory Budgeting Process - formerly BUB) - PhP12,000,000.00
4. Improvement of Pal-o public market, phase 1, including its drainage system and relocation expense - PhP50,000,000.00
5. Purchase of 3 units dump trucks for garbage collection - PhP20,963,706.00
6. Loan Amortizations - PhP111,352,307.00:
   6.1 ADB (DOF-PRMDP) IBJT and Bagsakan market sub-project/ drainage sub-project - PhP7,568,981.00
   6.2 Solid waste Management project (DBP) - PhP45,020,969.00
   6.3 Waterworks improvement project (LBP) - PhP58,762,357.00

The annual budget for Iligan City government for the year 2015 is amounted to qt least PhP1,006,580,065.00. The ICDC meeting had an attendance to at least 60 individuals attended by the Barangay chairmen of the 44 barangays of Iligan City, accredited non-government organizations (NGOs), Office of the Vice Mayor represented by City Councilor Busico and Office of the Congressman (not in attendance).
